Cicely Cobtree. Rather a pity for her that she turned him down in favour of
her crush on the Scarecrow,
given that the Scarecrow has a bad case of the
Cartwright Curse.

I think he might work quite well in a Cadfael crossover.

This is tricky. In the expanded universe, he lived for decades as a
mentally ill pariah and then sacrificed his life to save the Doctor. But
since then, Missy has shown up with the Nethersphere and cast the results
of every canonical death in the show into question — any
character could have been reanimated as a Cyberman, with who knows what
effects.
