Author's notes: I blame this on lost_spook, who
mentioned being asked to write a "Nine/Rose Phantom crossover". This has
Nine, Rose, and a... different... Phantom.
Summary: Brighton, 1954. The Phantom Head Shaver stalks the
city, relieving innocent citizens of their hair while they sleep. And the
Doctor and Rose are in town.
