Ah. Clearly it's been too long since I watched B5, since I didn't pick up any of the hints that this was B5 specifically, out of all the canons that have done something paranormal with Jack the Ripper. Rereading it again, there are a lot of details in the meeting with the Chief that seem more significant now that I know what they're signifying, but which didn't do anything for me the first time through because I wasn't anywhere near the right answer so I didn't interpret them right. (The descriptions of the voice, the exchange about safety, and the bit about the tall figure, which seems like it should have been a giveaway but I was thinking of a tall human figure and wondering if it was some kind of anime thing.)

I did get the nod to The Man Who Was Thursday, for what it's worth.
