13 and 4 set up a business together. What is it, and why is 3 a client?

This was rather tricky to answer. Since neither Tremas (a politician) nor Robin (who teaches remedial classes in teleportation) have shown any sign of commercial nous, I think a business set up between them would be rather strange and probably short-lived. Robin would also be hampered by her reverse-telepathy (anyone standing near her can hear what she's thinking). On the plus side, Robin's innate ability to teleport to anywhere she's been before (if we're not in her native universe where everyone can do that) would come in very useful for, say, a courier firm.

As for what Mawhrin-Skel wants with them... Well, M-S, being employed by Special Circumstances for dubious purposes, may well feel the need to have particular packages delivered to particular places at particular times. While it would obviously prefer to use Culture technology for the job, I daresay it could cope with hiring meatbag humans instead.
